Biography for John H. Hine

John H. Hine
Prof. of Computer Science
Victoria University

I am standing for the Council of ISOCNZ because I support the objectives of the organisation and want to help develop its future. I am also concerned at the perceived level of disquiet with ISOCNZ's current processes.

I was a member of Council from 1995 until last year when I resigned to spend this year at the Computing Laboratory of the University of Cambridge

The early years of ISOCNZ's existence have been dominated by the upheaval surrounding names and addresses. While much has been done there is still the question of Domainz, its monopoly status and whatservices it should be offering. I doubt these questions will ever be permanently resolved, but they must be constantly reviewed as the Internet and its community evolves. However, it is important that ISOCNZ avoid the trap of becoming a one issue organisation. It must increase its efforts in other areas.

At the top of my list is the need to clearly identify its position in the plethora of IT related organisations. This includes identifying the constituency it represents, and building appropriate relationships with other national and inter-national organisations. In particular, it is time to settle the question of our relationship with the Internet Society

The past year has seen considerable criticism of the Society's decision making processes and the lack of opportunity for membership's participation in those processes.I do not believe these problems are fundamental to the structure of ISOCNZ.They can be resolved by the adoption of well documented processes that include both a period for the membership to provide input to the development of a policy and a period to consider and comment on new policy before it is voted on by Council. We have had examples of this good practice in the past.We just need to make it the standard.

Thank you for your consideration.
