Report from Domain Name Commissioner - August 2002

The .nz Oversight Committee meeting held on 5 August was a very productive meeting for me and gave me a clear direction for the work required to be done during August. I have been working through all the points discussed at that meeting, as well as addressing other issues as they have arisen.

Key activities since the 5 August meeting include:

  • The paper to Council regarding the implementation of maori.nz has been prepared. The recommendations are as discussed but the implementation date is now proposed to be Thursday 5 September. This follows a discussion with Domainz and what date would suit them. Karaitiana Taiuru was consulted about this and fully supports an earlier implementation date.

  • I have written to the NZBA regarding their bank.nz application. They have been formally advised that the NZOC approved their proposal proceeding to the next step of a Request for Discussion. Sue Leader has agreed to co-ordinate this for InternetNZ.

  • A meeting was held with Domainz, Doug and the NZRS regarding the SRS implementation. The migration plan, implementation plans and risk register were all discussed and an implementation date agreed to. This date will be publicly announced as part of the Registrar Implementation Kit (RIK) that is due to be released on 6 September. I have previously sent you a copy of the notes from that meeting.

  • Work is continuing on the policies and procedures. As agreed, they are being sent to the NZOC for comment. I also intend to put copies of all those that have been drafted and circulated to NZOC, up on the Councillors part of the InternetNZ site so that the Council has an opportunity to comment. Sue will be working with me on that. All comment will be required by 5pm on Thursday 29 August. It will be noted in the RIK that the policies will be up for review, and for public feedback, following the implementation.

  • The draft Domain Name Allocation process was published on the web site, along with a copy of Andrew Brown's legal advice. I have responded to the parties who complained about the draft process and this matter appears to have been resolved at this stage.

  • Council has voted in favour of the external QA to be held early September. I am now finalising the arrangements for this with Ad van der Tol.

  • I have been working on the IP Addresses matter that was raised briefly at the NZOC meeting. I anticipate that the issues that have been identified are close to being resolved.

  • I am working with Domainz on finalising the arrangements for an email to be sent out to registrants explaining the SRS and the impact its implementation will have on them. I was originally planning to have Domainz send this out on my behalf but am now thinking of ways that the Office of the DNC can send the email out directly as I am trying to reduce the impact of the email on the Domainz Client Services team.

  • Following the NZOC issue, and David's advice to check the use of unilateral contracts, I have been in touch with the Commerce Commission. They have no problem with our approach and just want us to watch for any collusion between registrars in respect of pricing.

The priority remains the completion of the policies and procedures. These will all be with you before Monday 26 August, though some may still require a little bit of work.
