.nz Oversight Committee Report to Council 04/04/03

At the instigation of the DNC, an application has been prepared for InternetNZ (or NZRS, I guess, in reality) to take on 4.6.e164.arpa which would be the root directory for the NZ number space (64........), with the assistance of Don Stokes.

At the same time, I have investigated what processes would be necessary for such a delegation to be made. The answer is, basically, that while the application is made to RIPE NCC it is referred to ITU TSB (Telecommunciation Standards Bureau) for approval, in effect to Richard Hill.- Richard then refers it to the appropriate authority in the government concerned, in NZ's case, to MED. The relevant people are, top down, the Minister (Paul Swain), then the appropriate Deputy Secretary (Mike Lear) then the guy who actually does the work. I have contacted David King, manager of the Telecom Policy Group about the process of approval and what relevant policy exists.The short answer is none. The lightly longer answer is that it is now being looked at. I expect to be called upon to give a briefing or three about what ENUM is so that the NZG can develop a position.

The key points as far as I am concerned are that:

  1. We need to do something about this soon;
  2. Although it is to be expected that it will be necessary to consult with the relevant telecom organisations, in particular the group concerned with the NZ numbering scheme (whose name I cannot recall), the actual ENUM registry has no impact on the numbering scheme or who controls it;
  3. ENUM is not so much critical to developing new number spaces for VoIP as it is to mapping the existing numbering schema onto the DN system, and needs to be in place so that work on gateways etc between POTS and VoIP can be started properly;
  4. There is no particular need for this registry to be run by a government organisation;
  5. It should probably be put up for tender - the NZ DN registry would have to be a good candidate to do the job.

Long and short of it is that while we may be able to precipitate more urgent consideration of the matter by lodging the application with RIPE NCC, this is unlikely to have any long term effect on how the delegation is made.
