Description:

This project is where reporting is done on submissions on issues that are brought forward by Parliamentary select committees, by independent Regulators (mainly the Commerce Commission), and occasionally other parts of government.

The budget provision is to allow for consultant expertise to be used by staff in developing submissions. Staff judgement, in consultation with the Public Policy Committee, is used in deciding where and when to apply resources, consistent with the strategy set out by the Executive Committee and/or Council.

Budget:

$30,000 in 2009/10.

Overall Progress Summary:

In July, we lodged our submission on the Patents Bill. The workstream will continue to respond as issues arise.

History:

July 2009:

  • Submission lodged on Patents Bill.

June 2009:

  • Submission prepared on electoral law reform, and submitted to Ministry of Justice.
  • Submission prepared on Patents Bill, to go to Parliament in July.
  • Submission to the ComCom on IP Interconnection.

February-May 2009:

  • Continued work on paper on IP Interconnection.

December 2008/January 2009:

  • Began preparing paper on IP Interconnection.

November 2008:

  • Signed off and lodged submission in response to Commission's paper on Accounting separation, and supplementary submission.

October 2008

  • Prepare submission in response to Commission paper on information disclosure requirements from Telecom (due in November).

September 2008

  • No particular activity. (NGN under "Telecommunications Reform" item.)
  • Monitoring outcomes of submissions on Accounting Separation.

August 2008

  • No particular activity, background reading for NGN submission.
  • Monitoring outcomes of submissions on Accounting Separation.

July 2008

  • Preparation and lodgement of submissions to the Commerce Commission on the framework for Accounting Separation of Telecom.
  • Submission prepared and lodged in response to the MED's consultation on ACTA (Anti-Counterfeiting Trade Agreement).

June 2008

  • Submission preparead and lodged on the draft criteria and proposed process for the Broadband Investment Fund.

May 2008

  • Submission prepared and lodged on the draft of Digital Strategy 2.0.

April 2008

  • Submission lodged on the TCF report into TSO Local Service.
