NZOC Monthly Report for SEPTEMBER 2006

1. NZRS Report

NZRS have produced their monthly report for September 2006. Main points NZOC would like to highlight with Council are:

• System availability for September was 99.99% against the SLA standard of 99.9%

There were no major incidents affecting availability over September with the total outage time of 3 minutes and 44 seconds due to micro outages.

• There were two scheduled maintenance windows utilised over the month, continuing the work on upgrading hardware

• Performance times for key transactions for September are in the following table:

Server % Availability

*NS6 did not respond to TCP queries for a period of 34 minutes and 15 seconds between 07:33:06 and 08:07:21 on 8 April. NS5 continued to respond throughout this period so there was no degradation of the Ultra DNS service.

Performance Stress Testing

The figures are derived from the 'stress testing' of the name servers. 1201 UDP and 121 TCP transactions are used. Measurements are in milli-seconds.

The measurements for the Primary name servers and NS1, NS2 and NS3 are taken by running the programme on the individual servers.

SRS Zone Pushes

No issues have been reported with the zone pushes.

These figures show the average time taken from the point that the first Primary begins the zone push to the time that the last of the secondary’s acknowledges that it is up to date.

• The total number of WHOIS queries decreased from 1,969,000 to 1,599,000.

• The level of active .nz domain names increased from 244,608 to 248,416. An increase of 3,808 over that at the end of August

2. .nz Policies and Procedures

2.1 Registrar Compliance

• A complaint into a registrar’s activities continues to be investigated.

2. Policy Reviews

• Four submissions were received as part of the public consultation on the review into the Registering, Managing and Cancelling Domain Names (RMC) policy. Two submissions related solely to operational matters and updating the policy with the other two submissions addressing more policy related matters. Copies of the submissions received can be seen at http://dnc.org.nz/rmc-review.

2. Applications

• An application for access to the zone file was received. This is still being evaluated.

3. Registrar authorisation and connection

No new organisations were authorised as registrars over the month. One registrar, IP Mirror, connected to the production environment in September.

4. Other .nz matters

• NZOC held a meeting on 18 September. The minutes can be viewed at http://www.dnc.org.nz/content//Minutes_18_Sept_06.pdf.

• Legal action against NZ Domain Registration Limited continues. Discovery is to take place towards the end of October and a telephone conference is set for 24 November to review progress, determine a timetable in relation to any interlocutory applications and to look at setting the matter down for hearing.

5. Dispute Resolution Service (DRS)

In the period 1 June to 30 September 2006 there have been 37 electronic complaints submitted. Of these 7 were declared invalid, 7 did not send in signed copies leaving 23 complaints to progress through the system. A summary to date:

• 4 complaints did not receive a response and the complainant chose not to pay the fees for an Expert;

• 5 disputes were settled prior to mediation;

• 5 disputes went to mediation, two settled, two did not reach settlement (one of which proceeded to an Expert) and one is still in progress;

• 4 disputes went to an Expert with three being transferred and one dismissed;

• 5 disputes are still in the early stages.

6. DNC Office

A Request for Information relating to the provision of legal services to the Office of the Domain Name Commissioner was sent out to a number of law firms.
