NZOC Monthly Report for May 2007

 

NZOC report to Council.

 

NZRS have produced their monthly report for May 2007.  Points NZOC would like to highlight with NZOC are:

 

§                System availability for May was 99.95% against the SLA standard of 99.9%

 

Total unscheduled outage time of 22 minutes 12 seconds was due to the periodic occurrence of an issue with the Upgrade Manager.

 

§                The scheduled maintenance window was utilised on 27 May 2007

 

§                Performance times for key transactions for May are in the following table:

The figures are derived from the 'stress testing' of the name servers. 1201 UDP and 121 TCP transactions are used.   Measurements are in milli-seconds.

The measurements for the Primary name servers and NS1, NS2 and NS3 are taken by running the programme on the individual servers.

 

SRS Zone Pushes

 

These figures show the average time taken from the point that the first Primary begins the zone push to the time that the last of the secondary’s acknowledges that it is up to date.

§              The total number of WHOIS queries decreased from 1,848,000 to 1,740,000.

 

§              The level of active .nz domain names increased from 276,273 to 281,635.  An increase of 5,362.

 

.nz Policies and Procedures

 

2.1       Registrar Compliance

 

§                No new, significant compliance matters were dealt with in May

 

2.2              Policy Reviews

 

§                Work is progressing on the third consultation paper in respect of the Registering, Managing and Cancelling Domain Names Policy review.  Feedback from NZOC at their May meeting is being incorporated into the document which will be presented to the next NZOC meeting planned for July.

 

2.3              Applications 

 

§                No response has been received yet from the NZ Bankers’ Association, regarding the rewording of their proposed .bank.nz moderation policy.  NZOC will consider the .bank.nz application further once the NZBA have resubmitted their moderation policy.

§                One application for access to the .nz zone file was received.  It is still being evaluated.

 

Registrar authorisation and connection

 

§                No additional registrars were authorised, or connected to the production environment, during May

 

Other .nz matters

 

§                The process for appointing four NZOC members for various terms continued in May with interviews being held.  It is expected that the results of the appointment process will be agreed, and announced, at the June Council meeting.

§                NZOC held a meeting on Thursday 17 May.  A copy of the minutes is online at   http://www.dnc.org.nz/content//Minutes_17_May_07.pdf.  NZOC agreed a statement at the meeting regarding the DNC reserves.  This is that:

NZOC notes the InternetNZ Financial Reserves Policy adopted by the InternetNZ Council. It further notes that the policy includes a contribution for the DNC for the windup obligations but does not include the DNC's litigation contingency. NZOC agrees to continue maintaining a contingency of around 6 months operating budget.

 

Dispute Resolution Service (DRS)

 

For the month of May 2007, there were 6 new electronic complaints submitted.  Of these, 1 was deemed invalid leaving 5 new complaints to progress through the system.  The first 12 months of the DRS to 31 May 2007 has seen 95 complaints lodged with 34 (35%) ruled invalid.

 

Of the 61 valid complaints:

§                13 proceeded to an Expert determination (9 ordered transferred, 1 ordered cancelled, 3 dismissed)

§                27 were resolved between the parties either at, or prior to, mediation

§                14 were withdrawn

 

6.         DNC Office  

 

Arrangements have been made to manage the office during June when the Domain Name Commissioner will be overseas.  The DNC is to attend the APTLD and CENTR meetings at the start of June and it is more cost and time effective to remain overseas up to the ICANN meeting the last week of June.  Support has been arranged and the Compliance Officer will be the Acting DNC if it is required.
