NZRS Report
NZRS have produced their monthly report for November 2007. Points NZOC would like to highlight with NZOC are:
§ System availability for November was 100% against the SLA standard of 99.9%
Total unscheduled outage time of 29 seconds, as micro outages.
§ The scheduled maintenance window was utilised on 25 November 2007.
§ Performance times for key transactions for November are in the following table:

There was an unscheduled outage to NS3 on 29 November between 00:06:49 and 00:21:50, a total of 15 minutes and 1 second. The issue was caused by an outage to the TelstraClear connection in Avalon.
Performance Stress Testing
The figures are derived from the 'stress testing' of the name servers. 1201 UDP and 121 TCP transactions are used. Measurements are in milli-seconds.

§ The total number of WHOIS queries decreased from 3,300,000 to 2,736,000.
§ The level of active .nz domain names increased from 305,446 to 311,198. An increase of 5,752.
.nz Policies and Procedures
2.1 Registrar Compliance
§ No major compliance issues with registrars were identified in November
2.2 Policy Reviews
§ A third consultation on the Registering, Managing and Cancelling Domain Names Policy finished on Monday 12 November. Seven submissions were received. A copy of the consultation paper, and all the submissions, can be seen through http://dnc.org.nz/rmc-3rdconsult. NZOC is to discuss the submissions at their meeting in December.
2.3 Applications
§ No applications for a new second level domain were received during November. One application for access to the zone file was received but was declined as it was deemed that release of the information would be a commercial benefit, rather than for the public good.
Registrar authorisation and connection
§ One registrar connected to the production environment in November, meaning there are now 66 connected registrars, with another 7 authorised but not yet connected to production.
Other .nz matters
§ Consultation on the possible implementation of IDNs into the .nz domain name space started in October. The consultation paper, together with published submissions received, can be read at http://www.dnc.org.nz/idn-consult. The first submission was received the same day as the consultation paper was published and at the time of writing, nine submissions had been received. Consultation closes on 19 December.
Dispute Resolution Service (DRS)
§ Of the five complaints submitted this month, only one was deemed invalid. Over 28% of the total valid complaints received to date have proceeded to an Expert determination. The full DRS statistics are viewable at http://www.dnc.org.nz/drs-statistics.
6. DNC Office
§ The DNC and Senior Support Analyst met with the DRS Experts and, separately, the DRS Mediators to discuss the operation of the DRS in the first 18 months.
