TCDF Criteria - 28 April 2006


InternetNZ Technical Capability Development Fund (TCDF) ver 17 April 2006

InternetNZ has established the Technical Capability Development Fund (TCDF) to resource small technical development initiatives that support InternetNZs vision for a high-performance, open and uncaptureable Internet. The fund is managed by the Technical Committee, and is intended for projects that will contribute to the strategic goal of contributing to an innovative Internet in New Zealand through:

  • improving the quality of technical work on the Internet in New Zealand, and
  • disseminating and promoting innovation through the Internet industry and among policy-makers.

Applications to the Fund

Applications for the fund should be submitted to the InternetNZ office (see www.internetnz.net.nz for contact details).

There is no prescribed format for applications and the format for applications may vary according to the requirement. Applicants are recommended to discuss their application with InternetNZs staff to establish how to best present their case. In each case, applicants should specifically address the linkage between the proposal and the InternetNZ Strategic Plan (see http://www.internetnz.net.nz/pubs/plans-ar/2006-03-04-strategicplan.

Applications will be provided to the Technical Committee and assessed by InternetNZ staff who will provide information as required and make recommendations to the Technical .

There is no deadline for applications, but applications should allow sufficient time for the consideration process. In every case, applicants will be notified within two months of the submission.

Objectives of the Fund for 2006/07

  • establish a library of technical resources;
  • advance the implementation of DNSSec for .nz;
  • advance IPv6 capability and deployment;
  • develop technical Internet capability in Pacific Island nations;
  • advance neutral peering;
  • assist the public debate on broadband reform by making technical information about available and accessible to a wide audience;
  • assist users to understand service characteristics of their Internet connection such as throughput, latency and availability.

The Technical Committee will give priority to proposals that are aligned with the fund's specific objectives.

Criteria for Assessment of Applications

Successful applications must be:

  • specific and clearly defined/scoped, with clear deliverables and measurable outcomes;
  • technical (policy, regulatory and administrative initiatives are not eligible);
  • of benefit to InternetNZ, its members, the local Internet community or Internet users in New Zealand or the Pacific region;
  • develop capability, either by provision of a facility, resources, proof of concept or by the resourcefulness of people who make a contribution to the Internet in New Zealand or the Pacific region.

Meritorious applications will be prioritised by the Technical Committee with regard to:

  • technical merit, and of a nature that one would expect the Technical Committee to have specific interest;
  • benefit:cost ratio;
  • absolute value of the proposal (the fund is primarily established for initiatives costing in the order of $5,000, but higher value proposals may be considered);
  • budget available to the Fund;
  • the availability of funding from alternatives sources, including whether joint contributions have been sought, granted or declined.

Examples of activities that might be successful under this funding mechanism include:

  • public good research into Internet related subjects;
  • projects intended to promote better and/or safer Internet use within New Zealand;
  • dissemination of information intended to promote better/safer Internet use in NZ;
  • sponsorship and support of network operators technical conferences such as NZNOG;
  • education, testing and other activities relating to Multicasting;
  • scholarships for study
  • worthy technical projects

Please note that funding relating only to conference attendance or travel would not be granted funding.

Obligations Arising from Funding

Recipients of the contributions from the fund are required to provide status and completion reports to InternetNZ on their initiative and to what extent the proposed benefits have been realised, or factors that may have impacted on the overall project success. A communications and information dissemination plan should form part of the application.

InternetNZ accepts no liability arising out of funded initiatives and no obligation to fully expend the funds available in any given financial year.
