Technical Committee Meeting Minutes 27/08/02

1) Terms of Reference

Potential TOR was discussed. Draft TOR in Appendix A

2) Meeting schedule

An audio meeting will be scheduled for Wednesday lunchtime 2 weeks prior to the InternetNZ Council meeting. Every third meeting will include a F2F meeting for Wellington committee members. An option to use IRC instead of audio-conference may be taken from time to time.

3) Committee Relationships

DNC and .nz Oversight committee

These two bodies have taken over responsibility for running the .nz name space and dealing with any technical issues that arise. However the committee would still like to have some involvement in .nz related technical issues. Not only does the committee have quality technical expertise it is also important that the committee be aware of any technical issues within the .nz name space.

Action Point: Richard Bourne to contact DNC and .nz OC to offer the services of tech committee for any technical questions/ issues.

InternetNZ Office

Direct liaison with the office of the society is recommended, and should be included in the committee's terms of reference.

Some concern was raised that now there are two offices (InternetNZ and DNC) it is possible that technical duplication may occur. It was suggested that the Tech Committee be informed of (but not approve) office IT capital spend.

Action Point: Richard to email admin committee to discuss concerns of technical infrastructure duplication and suggest that the committee is informed of all IT capital expenditure.

Members

The underlying technology used to communicating with members (officially and unofficial) is considered an important part of the business of the committee. Further discussion is needed on how best to achieve this.

It was felt that there was a missed opportunity for involving member participation electronically at the recent AGM. This may have avoided the issue of lack of quorum.

Media

The main link to the media is via the president and/or executive director. However some commentary is of a technical nature and should be provided by the committee. The committee is considering a recommendation to establish technical commentators bureau to facilitate media inquiries, which would be coordinated by the office.

4) Current Items

IPv6

Further discussion needed, especially on how to raise the profile of v6 and encourage further up-take of this technology.

InternetNZ Web site

A review of the current web site is required. This is considered a priority for the committee.

Electronic Participation

Further discussion on methods of electronic participation is required.

  • Action Point: Simon Riley to look into setting up a decision support system to be used by the committee.

Appendix A

Draft Terms of Reference

Responsibilities:
Responsible for all technical issues relating to InternetNZ.

Obligations:
To observe the activities of DNC and .nz OC from a technical perspective.

Powers:
To create working groups in consultation with President
To be an advisory group to the Office of the DNC on technical issues
To approve budgeted expenditure for the Committee

Objectives:
To be defined, based on specific requirements put to the committee from its stakeholders (including itself).

Council meeting motions

  1. That the technical committee be made up of the following members:
    Richard Bourne, Chair
    Bill Parkin
    David Zanetti
    Don Stokes
    Drew Whittle
    Nick Wallingford
    Jonathan Ah Kit
    Simon Riley
  2. That the terms of reference as stated in Appendix A of the 27th August 2002 minutes be adopted as the terms of reference for the technical committee.
