Report of the Legal & Regulatory Affairs Committee 15/09/01

1. Domain Name Dispute Resolution

This is languishing at present due primarily the Convenor's delay in finalising the discussion paper. We are scheduled to meet with Erik Wilbers, deputy director of the WIPO Arbitration centre on 10 October in Auckland.

2. Telecommunications Bill

As we understand it, submissions have closed on this bill.

3. Electronic Transactions Bill

No action has been taken on this.

4. Digital copyright discussion paper

We are reviewing this, primarily with regard to ISP issues and will publish a draft submission prior to it being forwarded to MED. The deadline for submissions is 12 October.

5. O'Brien v Brown

We have a copy of the decision and by the time this report is delivered hope to have a report on the case and its possible import for the Society, ISPs and others.

6. Crimes Amendment Bill (no 6)

Reviewed the Bill as reported back from select committee noting the two new crimes that had been introduced. Drafted a press release which was issued by the ED and fielded queries from various media. It is hoped to meet with Government representatives to outline our concerns directly.
