Report of the Chair of the .nz Oversight Committee

The .nz Oversight Committee (NZOC) is the governing body for the Office of the Domain Name Commissioner.

NZOC is a sub-committee of InternetNZ, with delegated authority from the InternetNZ Council to:

  • effectively manage the .nz domain name space
  • develop policies and procedures for .nz , and
  • govern operational elements of the management of the .nz ccTLD.

Establishment of NZOC was agreed to by Council in December 2001, with the following inaugural members appointed on 7 June 2002:

  • Dr Frank March - Chair
  • Richard Currey
  • Roger Hicks
  • Colin Jackson
  • Jennifer Northover
  • David Russell
  • Keith Davidson - InternetNZ President (ex officio)

The last year has seen far-reaching and fundamental changes in the management of .nz, with a Shared Registry System implemented by InternetNZ after years of review, assessment and planning.

InternetNZ also entrusted NZOC with responsibility to discharge Council's governance responsibilities for:

  • oversight of the operation of the .nz domain name space
  • authorisation of registrars
  • development and implementation of .nz policies, and
  • international issues affecting the .nz domain name space.

With the pressures of the SRS implementation, however, NZOC requested Council take back responsibilities for international matters until the end of the financial year. NZOC is now working to define the scope of its international involvement.

The huge task of completing the SRS implementation was made easier by the work previously done by Rose Percival and Doug Mercer on the InternetNZ SRS Project Team. This enabled NZOC to produce, on-time, initial policies and procedures consistent with the general policy principles agreed and widely published for the SRS.

Since then, NZOC has been able to focus on longer term issues, and act as an advisory board to the DNC over various operational issues. Once a competitive market for .nz registrations has been established - and over the following year - NZOC plans to review all .nz policies and procedures, incorporating wide public consultation in this process.

The focus of the Committee on .nz policy matters has enabled the InternetNZ Council to concentrate on its wider responsibilities, and also to independently oversee matters as the overall decision making body.

I would like to take this opportunity to thank all those involved with the SRS project. It has been a privilege to work with such willing, dedicated colleagues, and it is a tribute to you that the SRS was implemented with no major issues arising.

A big thank you also to Debbie Monahan for her job in establishing the office of the Domain Name Commissioner - a pioneering task accomplished at the same time as handling a wide range of other duties.

I look forward to the year ahead where we can build on our success to date, and help position the .nz model as one of the best in the ccTLD arena.
