Technical Committee Report to Council 17/12/05

Technical Committee met on 19 November. The Committee:

  1. Reviewed and updated its Terms of Reference. The Committee recommends that Council adopt the proposed Terms or Reference below.
  2. Agreed to invite the participation of a representative from ISPANZ on the tech-ctte e-mail list.
  3. Discussed NZNOG support - Rodney and Simon agreed to develop a proposal for a plugtest in association with NZNOG. ED investigating assisting with some travel expenses.
  4. Agreed to focus on ideas and technical leadership and agreed that it does not assume responsibility for overseeing other technical groups (CERT, ENUM, etc).
  5. Discussed the technical innovation fund (a fund to support small scale technical innovation). Simon and ED agreed to work on a scoping report.
  6. Discussed the technical travel fund. ED agreed to publicise the availability and criteria for the fund.
  7. Discussed technical scholarships. A concept presented by Roger Hicks to provide scholarships for school age students is to be investigated further by Rodney and ED.
  8. Discussed setting up a broadband monitoring service (availability, latency, throughput, etc.), noting that "always-on" isn't what it used to be. Rodney Prescott agreed to investigate and provide a feasibility paper to the Committee.
  9. Reviewed the status of the Technical Library initiative - work in progress on a website with David Harris and ED.

Recommendations:

THAT the report be received.

THAT the proposed Terms of Reference be approved.

Terms of Reference [Proposed]

The Technical Committee is a committee of InternetNZ established by the InternetNZ Council with written Terms of Reference agreed by Council.

The Committee shall continue in force until the first ordinary meeting of Council after the Annual General Meeting of InternetNZ.

Objectives

The Committee shall advise InternetNZ on technical aspects of all matters and recommend to Council decisions concerning the matters set out in its Terms of Reference. The Committee may provide its advice to Council, staff or other committees of InternetNZ.

The Technical Committee exists to:

  • Assist InternetNZ to meet the objectives defined in Section 8, Supporting Internet Innovation and Technical Leadership, of its Strategic Plan 2004-2007.
  • Assist InternetNZ to meet the objectives defined in Section 8, Supporting Internet Innovation and Technical Leadership, of its Business Plan 2005-2008.
  • Assist InternetNZ to identify opportunities, issues and initiatives that should be included in future versions of its strategic and business plans, especially under the heading, "Supporting Internet Innovation and Technical Leadership".

Membership

The Technical Committee shall consist of individual members of InternetNZ and any other individuals as recommended by the Chair of the Committee and agreed by the InternetNZ Council.

Council may, from time to time, invite partner organisations to nominate an individual to participate as a member of the Technical Committee.

Travel costs will be reimbursed for members to attend Technical Committee meetings in accordance with InternetNZ' s policy on travel and reimbursements. Travel, accommodation and claims for reimbursement must be approved by the Executive Director.

Meetings

Reasonable notice of meetings will be provided to all members of the Committee. The date, time and place of meetings shall only be altered if all members of the Committee are given reasonable notice.

Responsibilities

The Technical Committee will consider matters that are relevant to its objectives and any matters referred to it by Council or the Executive Director.

The duties of the Committee are to:

  • Advise InternetNZ staff (including the DNC) and Council on technical matters
  • Meet regularly, as required by the business of the Committee
  • Maintain and publish well in advance, through the InternetNZ office, a schedule of the date, time and location of any meetings
  • Keep a record if its meetings and any decisions of the Committee and provide that record to the InternetNZ office and members of the Committee
  • Report regularly to Executive Director and Council.

Authorities

The Technical Committee shall have the power to:

  • Schedule and hold meetings of the Technical Committee
  • Expend its budget for travel and meetings costs
  • Make recommendations to Council on technical matters
