Internet NZ - Political Liaison Working Group Report from Meeting - Sat 6 April, 2002.

Report Adopted by the Council Meeting of 13 April 2002

Jordan Carter was in the chair, David Farrar and Simon Riley were present.

There was a wide-ranging discussion about issues for the Working Group to take up in the next months and years.

It was felt that a useful division would be into things to do before and after the General Election, due sometime later this year.

Pre-election

  • Questionnaire to Parties on Internet Policies.
    This would be designed to give members and the public a comparative basis on which to judge the policy of the political parties. It could include appealing to media and other public figures in the industry to come up with relevant questions. It would also perhaps be possible to run a comparison of the parties' respective Web sites, closer to the election.
  • Bimonthly newsletter.
    An idea to keep key decision makers (MP's, CE's of Govt departments, Mayors and CE's of TLA's) in touch with the society, and issues of Internet technology relevant to government.
    This would require some staff resource, and should be added to the list of outcomes under the relevant area of the Strategic Planning day on Friday.

Post-election

  • Briefing to the Incoming Parliament
    The idea is to prepare a comprehensive, well presented folder of briefings and educational info on internet developments of relevance to Government. This would occur in time for the Election, and sent out to Parliamentarians after they are elected.

Either pre- or post-election

  • Internet Caucus
    Examine the possibility of setting up a bipartisan Caucus to meet bi-monthly, with Internet NZ securing speakers or topics. Hopefully this would lead to a group of MP's developing some knowledge about the Internet and related issues for public policy.
  • Conception of the E citizen
    Work with E government unit of the SSC, MED, politicians and others to develop and refine a useful conception of the citizen in dealing with Government through Internet channels.
  • Make Select Committees use the Net Work with a Select Committee to incorporate internet-based consultation on a Bill.

The overall thrust of our proposed work has two themes:

EDUCATING MP's and policy makers in better use of the Internet

PARTICIPATION through the net being extended to more citizens, in more areas.

There was also a brief discussion on whether we should remain a Working Group, or become a Sub-committee of Legal and Regulatory. This will be discussed more in future, and a recommendation brought to Council.
