Executive Director's Report to Council 24/11/00

1. ICANN Pacific Outreach Internet Seminar Tour (Nov 6-8)

This event was successful in terms of achieving the APTLD goals of extending awareness of the ICANN process to Pacific ccTLD's. It was disappointing in terms of numbers in attendance, given the work involved. However, of the ten ccTLD's in attendance, five were Pacific ccTLD's which had not previously been ICANN participants (they are Fiji, Samoa, Norfolk Island, Solomon Islands, and Vanuatu). The other ccTLD attendees were Niue, Korea, Singapore, and New Zealand. Two representatives of Telecom NZ arrived on the second day (one from Wellington and one from Auckland).

The APNIC presentations were well received and informative, and ten people stayed on for the APNIC training session (compared with 12 at the Australian session the week before). Paul Wilson of APNIC is keen to do further joint efforts in New Zealand (see #6)

The plenary session generated good discussion on the internet development needs in the Pacific and the discussions will continue via the PACFIS mailing list. The group plans to work together on ICANN policy development and response, and as a first step will compile a list of funding sources to enable wider Pacific participation on the ICANN project.

I would like to thank the speaker's who gave of their time and energy: Councilors Northover, Shera, and March, and members Ray Brownrigg, Jim Higgins, Bryan Thompson (from AJ Park), and Stafford Guest (who organised the event for APTLD).

2. ICANN Los Angeles (Nov 10-16)

I attach an amended version of my late night report from the LA ICANN meetings sent to the members list.

The International Affairs Committee intends further consultation with the members particularly in terms of the ccTLD Consensus Drafts For Best Practices and the ICANN Contract, the Delegation/Redelegation document, and especially the alternative ccTLD Representation Structure.

3. Information Policy Summit (Nov 24)

I attended this summit at the invitation of Victoria University yesterday. The summit followed on from the government's recent e-Commerce Summit as there is a need for a national Information Policy or Strategy. The Hon Paul Swain opened the meeting with a request that the outcomes be specific Policy suggestions and action items for Government, with clear targets and timetables. Participants were drawn from the Business, Academic, Government, and Community sectors, and the topics covered the Political, Information Management, Economic, and Social areas. 5. Notice of paper to Admin Committee re Office Restructuring

I have prepared a (very draft) thinking paper for the Administration Committee to consider given the current situation with budgetary and operational issues, and the SRS Report recommendations. The paper suggests a range of possible office restructuring options ranging from a return to a fully voluntary organisation with only Minuting support, through to a fully formalised executive office under the Articles with a clearly defined Governance role for the Council.

6. Speakers for NetForum/Summit/Stand Alone

I have confirmation that APNIC, the DNSSEC people, and Steve Bellovin are all willing to come as guest speakers to New Zealand next year. It remains to be decided whether they will be best used in relation to our Conference, the potential Summit, or a stand-alone event.
