Report of the International Affairs Committee - June and July 2004

InternetNZ

For the first time in many years the IANA data base entry for .nz is now accurate. Doug Barton, the new General Manager of IANA attended to this, after years of correspondence and representations by INZ officers and staff, after personal consultations with INZ representatives at the ICANN meeting in Kuala Lumpur in July.

The substantial paper on InternetNZ hosting an ICANN meeting in March 2006 was presented to ICANN, and David Farrar and Peter Dengate Thrush met with the ICANN meetings committee in KL. A competing bid has been lodged by Taiwan. A decision awaits site visits by the committee.

Payment of the donation to ICANN previously agreed was briefly withheld so as not to interfere with the meeting bid. Payment can now proceed.

An Expression of Interest in hosting the APTLD secretariat has been sent. Work is now being conducted on the logistics of that, and it is expected a formal bid will be submitted in August.*

Discussion has commenced on the hosting of APRICOT in February 2007.*

A paper summarising IAC activity was included in the InternetNZ Annual Report. A paper on recent developments at the World Summit on the Information Society ( WSIS) was given to the meeting by Peter Dengate Thrush.

APTLD

A members and a board meeting of the APTLD was held in KL in July, attended by Peter Dengate Thrush and David Farrar. For reports see the International Affairs page of our website, and for the full minutes see www.aptld.org .

APTLD is in a strong financial position, and actively increasing its membership. It has formalised a sibling relationship with Centr and is looking to develop the same with LACTLD. Interesting work is being done by members on ENUM trial, including VOIP, and InternetNZ is encouraged to participate.*

APTLD has arranged for Peter Dengate Thrush to attend the APNIC meeting in Fiji to present on Internet Governance. The secretariat will present on APTLD.

ICANN

As usual, there were a number of meetings associated with the ICANN meetings in KL in July. InternetNZ was represented by Peter Dengate Thrush, David Farrar and Frank March. David attended from NZRS. For reports, see the IAC web page.

ccNSO

The first council meeting of the ccnso was held, after a productive 2 days of member's meetings. For minutes, see http://ccnso.icann.org/minutes/minutes-20jul04.shtml

A series of working groups have been set up to establish both the SO itself, and its procedures. David Farrar presented the draft Rules and is working on their completion. Peter Dengate Thrush presented on WSIS and an independent secretariat.

The ccnso will operate an independent secretariat and website. Appointment of Icann board directors, liaison to other SO councils, and working groups is expected to be largely completed by the Capetown meeting in December.

Work is also likely to begin on "contracts" between cctlds and ICANN, and the levels of funding of ICANN by cctlds.

GAC

Frank March represented the NZG at this meeting. His contribution was well received.

Corporation

  The (hugely increased) budged was adopted - efforts now need to go into collections. The level of contribution from cctlds is realistically low.

Reasonable progress appears to have been made in meeting the terms of the 3 year MoU from the USG

A report from the Stability and Security Committee condemning Sitefinder (Verisign's "wild card" service) was released just prior to the meeting. 13 cctlds also run wild cards, and are equally criticised.

The report on WIPO II (reserving intellectual property rights for NGO names in the g-space) was referred for further debate.

Progress has been made on internationalised domain names. IPV6 glue has been added to the root.

WSIS

A workshop panel discussion on the WSIS was addressed by Marcus Kummer, head of the secretariat set up to support the UN working group to whom the question of "internet governance" has been transferred by the WSIS.*

The next meeting of ICANN is in Capetown in December; IAC is considering sending Keith Davidson, Peter Dengate Thrush and one other.

Recommendations/Action by Council

  1. Endorsing the work of the Executive Director in preparing a bid to host the APTLD secretariat.
  2. Endorsing further work on investigating and making non-binding preliminary steps towards hosting APRICOT 2007
  3. Investigating ways to support the work of the UN WSIS WG , including of its secretariat.
  4. Arranging participation by Tech Committee in the Asia Pacific Enum Engineering Taskforce (APEET).

Financial

At the end of July, the .nz portion of the International Budget, which is included in the DNC budget, had spent $7,773.70 out of the total budget of $152,500. The figure to date does not include approximately $5,500 of the costs of the July ICANN meeting, as accrual of unpaid costs for that meeting have not been done. No "non-.nz" funded international travel was undertaken during this period.
