International Affairs Report

February 2005

ICANN Matters

  1. After an election by members of the ccNSO in December 2004, the council of the ccNSO selected Demi Getschko (.br) and Peter Dengate Thrush (.nz) as directors of ICANN. After some delays in being joined to lists, etc, those directors have now joined the board.
  2. The next meeting is scheduled for 1-5 April in Argentina. IAC has approved the sending of Keith Davidson, and is expecting an application from the DNC.

CENTR Matters

  1. Jennifer Northover attended the Centr Legal and Regulatory meeting in Vienna in late January, then the Domain Pulse seminar organised by the German ccTLD registry manager DENIC.

ICANN Strategic Plan

  1. A meeting was convened in Amsterdam on 7/8 February by concerned members of the GNSO. The draft plan was released just before Capetown after little consultation, with a very tight timeline for consultation ( 28 February) Travel to this meeting by Grant Forsyth was approved at short notice, and arrangements were made for Jennifer Northover to include this session at the conclusion of the Centr DomainPulse meetings. Both made substantial contributions to the meeting. Changes have ben made tio the Plan and the process in large measure due to this work.

WGIG Reports

  1. A series of working papers ( 18) have been released by the WGIG, of which 2 are of particular significance to .nz, dealing with the administration of names and address, and the operation of the root servers. IAC has resolved to prepare response on these papers, and commissioned an outside contractor ( Liz Dengate Thrush) to prepare these, after consultation with the appropriate New Zealand actors. The WGIG has recently met in Geneva, and is meeting again beginning March 14, which is the likely deadline for our response.

ICANNZ 06

  1. The Project Group has met on several occasions, including by teleconference. A primary outcome is the selection of the professional conference company responsible for much of the organizing of the conference- "Conference On-Line Ltd". Substantial detailed planning is now underway. Budget has been provided for sending a representative to the ICANN meetings this year: Pete Macaulay will be attending Argentina.

APRICOT 07

  1. A detailed bid proposal has been developed largely by Grant Forsyth in consultation with the Conference Company. Pete Macaulay attended APRICOT 05 in part to submit the final bid to the Apricot Management Committee. The ED's presentation was honed in sessions with the other NZ members, ten presented with a large support contingent. The presentation went very well. At the time of writing the outcome is unknown, but members present felt that all that could have been reasonably done has been done by all concerned.

APTLD

  1. A significant number of NZers were able to attend this in conjunction with APRICOT. The meeting has progressed the idea of employing a General manager, setting up a board committee to take this forward. The ICANN Strategic Plan was reviewed, with a statement released. A report was received on the WGIG papers and process, and it is hoped an APTLD position paper will emerge. A statement was released on phishing using IDN homographs, calling on all registries ( including ccTLDs) using character tables to register them with ICANN, regardless of contractual positions with ICANN.
  2. Peter Dengate Thrush was re-elected Chair, and all previous office holders were also returned to office.
