IAC Report for Council May 2004

IAC has been consulted by .nzOC and provided input in relation to foreign travel by the DNC, in June and by Outreach in relation to attendance at PIGNET.

APTLD

Preparations are under way for the APTLD meetings ( Member’s and Board) that will occur in Kuala Lumpur the day before the meetings of ICANN’s ccNSO.

The role of APTLD, and what meetings it will help facilitate for the next ICANN meeting planned for Kuala Lumpur, has been the subject of a number of emails primarily from ccTLDs that have not joined the ccNSO. With the establishment of the ccNSO, the role of a general ccTLD meeting as part of an ICANN meeting has not yet been resolved to the satisfaction of some organisations. APTLD has said it may assist if parties can be clear of their requirements.

ICANN

ICANN has published its draft budget for the 2004-05 fiscal year. This can be seen at http://icann.org/financials/proposed-budget-14may04.pdf. There has been a lot of discussion on the increased costs of annual accreditation for ICANN registrars, and also from ccTLDs about the income that ICANN expects to derive from them. InternetNZ has not made a formal submission on the draft budget. There is an expectation that cctlds not having any contract with ICANN, such as InternetNZ, will contribute on a voluntary basis. IAC will review an need for INZ to contribute.

The call for nominations to the ccNSO council went out in May. InternetNZ nominated Chris Disspain, auda; othertes from our region nominated were Hiro Hotta, jprs; and Dr Young-Eum Lee, krnic. All three have accepted nomination. A full list of nominees, and those who have accepted nomination, can be seen at http://ccnso.icann.org/elections/nom-results-27may04.htm. The full council has now been appointed, as in no region were more than 3 nominations received, so no election was required.

In addition to the APTLD and ICANN metings in Kl, there is to be a combined ICANN/ITU meeting on cctlds , on 24 July 2004.

IAC has agreed to send Peter Dengate Thrush, David Farrar and Frank March to the meetings.

IAC has received and approved a draft proposal, prepared by Keith Davidson.

IAC recommends (separately) that the Council adopt this proposal, and applies to host the march 2006 meeting. Consideration could be given to whether Wellington is the most advantageous location.

Financial

Expenditure for the year to date is $2,088. This expense relates to payment of an airfare for Jennifer Northover to attend the Centr General Assembly in September. The expenditure does not reflect the full cost of the travel, as there was an over-accrual of approximately 1k for the Rome ICANN meetings in March.
